Overview of the ISPP

As part of the DCSF’s Parent Know-How programme, the department is replacing the current Childcarelink service, run by Opportunity Links, with a new service called the Information System for Parents and Providers (ISPP).

The ISPP will aggregate information relating to section 12 of the Childcare Act, from all top tier authorities, drawing on Enhanced Childcare Directories (ECDs such as evince) and Family Service Directories (FSDs). There will also be a new national FSD set up to feed the ISPP, and hence Local Authorities (LAs), with national level services.

The ISPP is essentially a large database with searchable access to the information contained within. It will be available for external systems to integrate with, but will not have any visible front-end itself. The ISPP will also make information available to a DirectGov front-end, which will replace the current childcare search with a more comprehensive search across all section 12 information.

I have created a couple of diagrams to illustrate how the ISPP will change things for LAs. Firstly the current architecture is as follows:

This diagram shows how the current iChIS system grabs data from Ofsted and uploads data back to CCL and hence to DirectGov and other channels. Similarly it shows how our Service Directories are currently fed, primarily from iChIS, to produce local CSD/FSD websites.

This second diagram illustrates evince taking the place of iChIS, drawing information from Ofsted as before. It shows how, with the ISPP system in place, both ECDs and FSDs feed their data into the ISPP for publication to DirectGov and for sharing with other LAs. We are currently working with the department and other suppliers on defining the standards needed for this integration.

The launch of the ISPP finally sees an integrated approach to the delivery of the section 12 information duty. With the improved definition around FSDs seen in the section 12 guidance, LAs can create a holistic approach to information management which includes services information alongside childcare information. Opportunity Links’ long term aim is to bring these two products much closer together to deliver a seamless information management system to LAs and their partners, and we’re glad to see commitment from the DCSF in providing funding to LAs to make this happen.
